Quick ebay/paypal help - returning faulty goods?

If you buy something on Ebay & use Paypal and the item is faulty, does Paypal say that the seller has to pay for the return of the faulty item? I bought a laptop charger that is dodgy (connections are so loose that it's a fire hazard) and I've just noticed that the buying page says that the buyer must pay for return postage, which is a bit rude! I've contacted the seller and haven't heard back yet but I just wanted to know what my rights are as the return postage wouldn't be worth it.

I sold something once and the buyer wasn't happy with the description but I'm sure my choices were either to do a partial refund or pay for return postage plus issue a full refund to get it back?

I am honestly not sure. I am thinking u will be stuck with the postage cost though... It doesn't mention on paypal anywhere I s'pose?

yes you are responsable for return postage usually not something they will refund you - the original amount for postage to you is returned, but not for you to send it to them
