Rash on DS2, with pics

DS2 has a rash around his neck. This is going on almost the 2nd week now hes had this.

I thought it was heat rash but, today its got white heads on it.

has he got the rash anywhere else on his body? my dd3 had a rash like that last year, and it turned out to be baby measles...but it was on her tummy and back, nowhere else.

Does he have a sore throat or fever?? or been tired lately?

He hasn't been sleeping too well, grumpy, demanding. The other thing hes also got these risen bites. He ususally gets about 4-5 at once all over his body.
Hes been getting them for about 4 weeks now.
I took him to the DR last week, and he told me to use clarantyne or aerius. Been using aerius and putting dermaid on the bites.
They are about the size of a 10 cent piece, and they get a hard like head on them, and they usually blister, then DS2 scratches them.
